Construction has officially begun on the RoseArts District, a $2.6 billion mixed-use development transforming the former Lake Orlando Golf Course in Orlando’s Rosemont neighborhood.

Who Is Behind RoseArts District?

Westside Capital Group broke ground on the project Wednesday alongside Orlando Mayor Buddy Dyer and District 3 City Commissioner Roger Chapin. Westside Capital Group Chairman Jakub Hejl called it “an exciting milestone” after years of planning, collaboration, and community input.

What’s Included in the First Phase?

The first phase includes four residential buildings across four parcels, totaling approximately 1,600 housing units, including 160 designated as affordable housing. The phase also includes up to 150,000 square feet of retail space and a charter school.

What Does the Full Project Include?

At full buildout, RoseArts District is planned to include 12 residential buildings across 12 parcels, with up to 5,650 total housing units and 350,000 square feet of retail space. The 128-acre site also includes plans for 65 acres of parks and open space.

What Economic Impact Is Expected?

A fiscal and economic impact study estimates construction could generate nearly $2.6 billion in economic activity and about 11,233 temporary jobs, along with $922.9 million in wages. Once complete, the development is projected to support roughly 1,790 permanent jobs and generate about $320.6 million in annual economic activity, with the City of Orlando receiving an estimated $19.2 million annually at full buildout.

When Will RoseArts District Be Finished?

No firm completion date has been announced, but Westside Capital Group expects the first building in Phase 1 to take about 30 months. Developers have estimated the full first phase will take three to five years. Westside acquired the site in 2019, and the city approved the RoseArts master plan and rezoning in 2021.

What This Means

RoseArts District is one of the largest redevelopment projects ever planned for Orlando, turning a long-vacant golf course into thousands of new homes, retail space, and parkland. For Central Florida’s housing market, a project of this scale — including a meaningful share of affordable units — is a significant addition to the region’s growth story in the years ahead.
