Changes Coming to Downtown Orlando’s Historic Preservation Review Process
Property owners and developers in Downtown Orlando’s historic core have a new, temporary review process to plan around starting August 10, 2026. The Orlando City Council approved a 36-month adjustment to how building modifications, renovations, and demolitions are reviewed within the Downtown Historic Preservation District.
What Is the Downtown Historic Preservation District?
The district is an eight-block core established in 1980, containing approximately 80 buildings dating from the 1880s to the early 1940s.
What’s Actually Changing?
For the next three years, review authority shifts from the Historic Preservation Board to city staff and the Appearance Review Board, which currently handles design standards elsewhere downtown. Buildings will be evaluated against the city’s own Downtown Design Guidelines instead of the federal Secretary of the Interior’s Standards for Historic Preservation. Demolition proposals will go through a staff-level evaluation, and any new construction on a cleared parcel still requires design approval from the Appearance Review Board. Owners of locally designated landmarks retain the option to interface with the modified framework.
When Does It Take Effect?
The change was originally set to take effect immediately but was delayed after the Florida Bureau of Historic Preservation flagged a notice requirement issue. It’s now officially scheduled to take effect on August 10, 2026. Over the following three years, the city plans to study the change’s impact on redevelopment activity, while the Community Redevelopment Agency separately considers tax incentive programs for voluntary property restoration.
What This Means If You Own Property in the District
If you own or are planning a renovation, demolition, or new construction project within the district, this change affects which board reviews your application and which design standards apply through 2029. Confirm with the city’s Community Development Department how the updated process applies to your specific property before submitting plans.
