Flea World Redevelopment Update: What’s Happening at Sanford’s Reagan Center
Flea World in Sanford is finally moving forward, with developer JPI closing on a 15.7-acre portion of the long-vacant property to build an $85 million, 326-unit apartment community as part of the larger Reagan Center redevelopment. Flea World closed in 2015 after 33 years in business, and the 110-acre property along US-17-92 has sat largely empty since. I stopped by recently to see where things stand, and equipment is already staged on site, a real sign that construction is close. It’s one of several major projects currently reshaping this part of Seminole County — just down the road, Seminole Towne Center is going through its own redevelopment with a new Costco.
What Is JPI Building at the Flea World Site?
JPI, a national multifamily developer, closed on a 15.7-acre parcel within the Flea World property in late June 2026 to build an $85 million Class A apartment community called Reagan Center. The project is a joint venture with Integra Land Company and Panther Residential Management, financed by Renasant Bank with equity from Marble Capital. It marks JPI’s re-entry into the Central Florida market, with the company citing sustained population and job growth in Sanford and the surrounding area as the draw. The 326-unit project is scheduled to break ground this summer, with completion anticipated in 2028. The design team includes Charlan Brock Architects, KPM Franklin for civil engineering, and Libra Design Group for landscape architecture, giving the project a fairly established bench of local and regional firms behind it.
What Else Is Planned for the Former Flea World Property?
JPI’s apartment community is one piece of a much larger vision for the 110-acre Flea World property, which Seminole County approved in 2024 for up to 1,003 apartments, roughly 1.4 million square feet of office space, and nearly 300,000 square feet of retail. Separately, Goodwill Industries filed plans in May 2026 to build retail and warehouse space on a 14-acre portion of the same site. This has been a stop-and-start property for years, with multiple proposals rising and stalling since the original flea market closed, so while the full build-out plan is ambitious, I’ll be watching to see how much of it actually breaks ground versus what’s still just entitled on paper. For now, the JPI apartment deal is the first piece with real financing and a named lender behind it, which is a meaningfully different milestone than a rezoning or site plan approval alone.
When Will Construction Begin at Flea World?
JPI’s apartment project is expected to break ground this summer, with completion anticipated in 2028. Based on what I saw on site recently, equipment is already staged and ready to go, which lines up with that summer groundbreaking timeline. Projects like this tend to move in phases, and I wouldn’t expect the retail and office components of the broader plan to materialize on the same schedule as the apartments. I’ll keep checking in and update this post as visible progress continues, both on the ground and through any new filings or announcements tied to the rest of the property.
Why This Matters for the Sanford Area
A property that’s sat vacant for a decade coming back online with real financing behind it is a meaningful signal for this stretch of US-17-92. Between Flea World, Seminole Towne Center, and the ongoing growth throughout Seminole County, this corridor is seeing more active redevelopment right now than it has in years.
