Oviedo Approves New E-Bike Rules for Sidewalks and Paths
Oviedo has approved new e-bike rules that set speed limits, safety requirements and penalties for bicycles, e-bikes, scooters and other devices on city sidewalks and paths. It’s the first city in Seminole County to regulate these devices on sidewalks.
What Did Oviedo Approve?
Oviedo city leaders approved Ordinance No. 1776 on October 19, setting safety rules for micromobility devices within city limits. The rules are meant to improve safety for both riders and pedestrians as more people, especially younger riders, use these devices around town.
What Devices Do the Rules Cover?
The ordinance covers bicycles, e-bikes, scooters, skateboards and self-balancing vehicles.
What Are the Speed Limits?
Riders can go no faster than 15 mph on sidewalks, and must slow to 10 mph or less within 50 feet of a pedestrian, or get off if needed. Riders must also yield to pedestrians and ride single file when passing them.
What Other Safety Rules Apply?
Anyone under 16 must wear a helmet while riding any micromobility device. Riders also can’t wear headphones or earbuds in both ears while riding.
Where Is Riding Not Allowed?
Riding is prohibited on athletic fields and courts, playgrounds, picnic areas and pavilions, and natural surface trails not designated for bikes. It’s also banned in city parks outside park hours and in any posted prohibited area. Riders can still use bike lanes and sidewalks to get to and from parks.
Are Tricks and Stunts Allowed?
No. The ordinance bans reckless riding, including tricks and stunts on public property, except in designated areas like Riverside Skate Park. Riding on private property without permission is also prohibited.
What Are the Penalties?
A first offense brings a warning or a fine of up to $50, a second offense within 12 months brings a fine of up to $100, and a third or later offense within 12 months brings a fine of up to $250. For riders under 18, parents get notice after a first violation and are responsible for the penalties starting with the second.
How Will the Rules Be Enforced?
Oviedo police will issue warnings for a period of time before handing out civil citations for continued violations.
Do the Rules Apply on the Cross Seminole Trail?
No. The ordinance doesn’t apply to the Cross Seminole Trail.
What This Means
For Oviedo families, the new rules set clear expectations for sharing sidewalks and paths safely. If your kids ride bikes, e-bikes or scooters around town, now is a good time to go over the speed limits and helmet rule, since parents can be responsible for repeat fines.
